The Dénia City Council puts out to tender the exploitation of seasonal beach services

The Governing Board has approved the bidding documents for authorization for the exploitation by third parties of certain temporary facilities that will be located in the beaches of Dénia for the 2024 and 2025 seasons, with possible extensions that are authorized for 2026 and 2027, always conditional on prior authorization by the Provincial Coastal Service in Alicante, currently dependent on the Ministry of Ecological Transition, with companies being able to present their offers interested in the next 15 days.

The technical requirements document regulates both the number of permitted installations and the conditions that they must meet, as well as the maximum surface area that each concessionaire can occupy. The exploitation authorizations are divided into 17 lots of temporary beach facilities that include kiosks (beach bars), hammocks and umbrellas, as well as floating elements and a water park, and non-motorized water sports on the beaches of the municipality.

One of the great novelties of this year is that with the regeneration of the beach of Les Deveses made by the Ministry of Ecological Transition in December 2023, now the council has authorized the installation of hammocks and umbrellas in one of the lots, located on Riu Grande street.

Another novelty this year are the digitized lockers or stations for rental of paddle surf boards and kayaks. There will be one on the beach Las Rotas and another on Las Marinas beach. And finally, among the beach bars there will be three of them without a kitchen.

The occupation of the beach by facilities of any type must permanently leave a strip of at least 10 meters free from the shore at high tide, for pedestrian traffic and for mechanical and manual beach cleaning vehicles.
As scoring improvements for the companies that apply, the placement of environmental information panels at the entrance will be taken into account, related to the dunes, their plant biodiversity and the presence of protected birds in the area and posidonia depending on the beach. in question. Improvements in accessibility to beaches for people with functional diversity will also be scored.

Beach bars on the beaches

Regarding the beach bars, in accordance with the Pativel (Territorial Action Plan for the Green Infrastructure of the Valencian Community Coast), six kiosks may be launched on the beaches of Els Molins, The Bovetes, The Marinas, Punta del Raset (2) and Marineta Cassiana.

Although the beaches of Els Molins, Les Bovetes and part of Las Marinas beach are natural beaches according to Pativel, as a novelty in 2024, the beach bars that are installed there will not be able to have a kitchen, and will be able to sell soft drinks, ice cream, and drinks. , sell industrially packaged foods (fifth range) ready to consume, without manipulation and that only need to be heated for which a microwave can be used.

The requirements of all beach bars, with and without kitchen, must meet a series of indications, such as that the typology of the facilities must harmonize with the environment, with appropriate materials, of good quality, aesthetic appearance and good state of conservation. . The access walkways to the establishments must be made of wood. Toilets and WCs must be public, open and free for beach users, and must be open during the facility's operating hours in optimal conditions for their use. Two toilets will be installed, separated by sex, one of them adapted for people with reduced mobility.

To reduce the use of plastics on the beaches of Dénia, and promote recycling, as well as reduce the large amount of garbage that is generated, the beach bars must have reusable containers. The importance and significance of this practice in fighting climate change and preserving the environment is highlighted.

The general hours of operation and opening to the public of the beach bars will be from 11:00 a.m. to 23:00 p.m. In terms of acoustics, musical ambience is not allowed, only musical entertainment, and the permitted hours will be from 10.00:12 a.m. to 00:XNUMX p.m.

Exploitation of hammocks and umbrellas

There are ten lots of hammocks and umbrellas. They will be in an occupation area marked for hammocks and umbrellas. The number of umbrellas will be half that of hammocks. Regarding the exploitation of hammocks, one of the requirements is that they have to be new in the first year of authorization. Both the umbrellas and hammocks used must be kept in good aesthetic and operational condition, they will lack advertising signs, and they will be white, sand or beige in color. Both elements (hammocks and umbrellas) must be the same color in each sector, and match the tables and chairs located in it.

For hammock and shade installations, the service will be provided obligatorily from 10:30 a.m. to 21:00 p.m. in the months of July and August, extending the schedule by one hour compared to the 2023 schedule, whose service was until 20:00 p.m. . The rest of the season the hours will be from 10:30 to 20:00.

Exploitation of non-motorized water sports

These are two types of operations differentiated into, on the one hand, skates, canoes/kayaks, paddle surfing and bike surfing for rent and on the other hand, a digitalized rental station for paddle surfing and kayaks. The devices used must be kept in good aesthetic and operational condition. The service will be provided compulsorily from 10:30 a.m. to 20:00 p.m.

In the first case, they will also have to have a lifesaving boat for possible rescues. The hours for floating artifacts will be from 10:30 a.m. to 20:00 p.m.

Water park

As for the water park, it will consist of an inflatable platform located inside the water, which will have floating recreational games of approximately 810 m2 and an information point of 10 m2.

Floating platforms for recreational use by bathers must be installed within the bathing area of ​​the beaches, and must comply with the corresponding safety standards. Among the many requirements demanded, the most important are that the water park must be new or semi-new and there must be exhaustive control of the permitted capacity, where the maximum number of users who can stay at the same time must be clearly indicated therein. .

Furthermore, it cannot be used at night. A minimum of 3 aquatic lifeguards must be available, one on the beach and two others on the floating device: water park. The water park will be checked daily and before opening to the public.
For the water park the mandatory hours will be from 10:30 to 20:00.
