A clear, concrete and viable measure: create a municipal housing management park to guarantee access to rentals at an affordable price. This is the proposal included in the program of the Socialists of Dénia for the elections of May 28 that realistically addresses the housing problem in Dénia and that completes the work carried out during the last four years in this area.
The establishment in the city of the Xaloc regional office, a one-stop service for citizen assistance in housing matters and the first headquarters in the province of the Generalitat network, has achieved very good results.
In the year 2022 alone, the Xaloc office in Dénia processed 250 requests for ordinary aid to pay the rent, 108 requests for the Youth Rental Bonus, 27 for the pension supplement for beneficiaries of a non-contributory pension who live in a flat of rent and another 80 rental aids from the specific call for vulnerable groups.
But also, already advancing towards the objective of managing a housing stock from the city council, the Plenary approved last November, with the only votes against being the representatives of the Party, a motion presented by the councilor for Housing, the socialist Óscar Mengual, in which the Government is required to "assign to the regional public housing stock and developable land of the Bank Restructuring Asset Management Company (SAREB), to allocate them to social or affordable rental, in the case of homes , and the construction of housing for affordable social rental, with no option to sell, or other endowment infrastructures that benefit society as a whole, in the case of building plots”.
Motion that is added to the meetings held by Mengual with the SAREB to demand the transfer of properties for vulnerable families, a request to which the company (created as a result of the bank rescue during the economic crisis of the 2008-2012 period) always refused for answer.
The creation of the housing stock
Beyond the work of advice and help carried out by the Xaloc office, it is still necessary to guarantee the existence of rental housing at affordable prices in the real estate market. Hence the commitment of the PSPV-PSOE Dénia to take the next step and create a municipal housing management park.
The latest announcements, both from Moncloa and the Consell, guarantee the feasibility of this measure: the Council of Ministers has just approved dedicating 50.000 SAREB flats to affordable rent (35.000 already identified and another 15.000 to be built on land ceded by the public company). Dénia accumulates 242 SAREB homes, triple that of Alicante and almost like Valencia.
Second, the president Ximo Puig announced yesterday that the Valencian Finance Institute (IVF) of the Generalitat will finance the promotion of affordable rental housing in the Valencian territory with the use of European funds.
These two measures open the way to making rentals available to the public at fair and affordable prices. In addition, the objective of the Dénia housing stock is also to directly manage, from the municipal level, with owners and entities the possible transfer of properties to be used for this purpose with all the guarantees for landlords and tenants; as well as promote the construction of social housing contemplated in the new General Structural Plan.
