The PATIVEL (Territorial Action Plan for Green Infrastructure Coast of Valencia), is of paramount importance in the conservation and recovery of the entire coastline of Valencia, being in public exhibition period and citizen participation until January 16.
The document has an obvious and direct impact on the protection of our coastal values, also on the urban planning of the first 2.000 meters of coastal strip, as well as on the direct management of beaches.
Given the importance of PATIVEL, its influence on plannings of 73 affected municipalities and public and private property that compose and mainly by conditioning on a coastal economic activity is concentrated in the highest percentage in the buffer zone , for all these reasons, and considering the brief and insufficient Public Participation Plan that includes the PATIVEL exposed, is violated something the document itself considered essential, the development of meetings with the affected municipalities contemplating the effects of PATIVEL in their respective plannings, which it is compounded in those localities that are in the process of designing your urban planning, which would require the development of seminars and / or workshops for the best definition.
The PATIVEL incurs inventory errors and diagnosis, failing in its content of what contemplated in the 5 / 2014 Law, both what refers to adequate mapping for the definition of environmental and territorial assessment, and the absence of actions to promote the achievement of objectives.
The new supramunicipal organization does not have temporal and spatial programming, as well as the necessary economic-financial plan, all in order to promote genuine regional action plan that envisages conservation and ambitious recovery of the Valencian coast together, united and viable contains defense plans and restoration of coastal ecosystems and economic strategies seasonal adjustment.
A document of this relevance should not be limited to the minimum compliance with deadlines set by current legislation, so the signatory collectives and associations, we request in compliance with the basic principles of the Law 2 / 2015, of 2 of April of Transparency, Good Government and Citizen Participation of the Generalitat Valenciana, the extension of the term of exposure, conditioned to the articulation of a realistic and effective plan of participation of the PATIVEL, that allows the achievement of an Action Plan according to the parameters of governance that guide towards the definitive sustainability of the Valencian coastal territory.
