The City Council of Dénia has presented this morning a modification of the municipal ordinance in terms of transport that especially affects personal mobility vehicles. These will now have a new regulation that represents a radical change from what they had until now.
Next you have an index with all the points that we are going to deal with.
What is considered a personal mobility vehicle or VMP?
This new modification recognizes as personal mobility vehicles those with one or two single-seater wheels, powered by an electric motor and reaching a minimum speed of 6 kilometers per hour and a maximum of 25. Therefore, all those for more occupants are excluded. , those that reach higher speeds and, as already established, vehicles for people with reduced mobility.
Where can you circulate?
The traditional big question is at the same time the most important change to take place. The latest regulation prohibited the circulation of VMPs on roads in Dénia and only allowed it on pedestrian roads with a width of more than 5 meters.
Now this changes completely because, since the approval of these changes, VMPs will be obliged to circulate through the areas and roads considered 20/30. In other words, the dianenses roads of the entire urban area (with the exception of those that remain outside 20/30 such as Joan Fuster and Alicante avenues because they have more than one lane in each direction) will have to be shared for cars to circulate. , cycles and VMP.
Where is circulation prohibited?
You will not be able to circulate on bike lanes, roads other than 20/30, sidewalks or pedestrian streets. These last two also affect cycles. Now, regarding pedestrian streets, the City Council leaves the door open to consider possible exceptions in Marqués de Campo and Marineta Cassiana. In fact, they await the citizen response to decide whether to allow the use of these roads for VMP, bicycles or both.
Who can drive a VMP?
The new regulation places the minimum age to drive a VMP at 15 years, taking as a reference the regulation of the use of mopeds. The City Council understands that at that age there is already sufficient knowledge of the traffic regulations to participate in it.
Where to park?
It will be completely forbidden to park the VMP on the sidewalks or in the spaces set up for cars or motorcycles. Therefore, they must be parked in the cycle or bicycle parking areas.
Obligations when circulating in VMP
To get on a VMP it is essential to wear a helmet and have a front light (either on the vehicle or on the helmet or some similar equipment) and a red rear light. In addition, as we have already advanced, they will not be able to circulate at more than 25 kilometers per hour and you must respect all traffic signs like any other vehicle. In the case of Dénia, civil liability insurance will not be required, but be over 15 years old.
The rules will be the same as for other vehicles, so driving under the influence of alcohol, using a mobile phone or wearing headphones will carry financial penalties.
Penalties for not respecting the regulations
It will be considered a serious sanction, with fines that can reach 200 euros, not wearing a helmet, exceeding the speed limit or not respecting the roads intended for circulation.
That it is forbidden to circulate with a 15kg vehicle that goes 25km / h per bike lane must be a mistake. There is no way to justify this rule unless it involves envelopes from certain cycling groups.
And taking those envelopes for granted, I am not surprised by the persecutory desire towards their most useful and accessible replacement for all ages and states: the scooter.
If you mean me, I haven't said that, if you tell someone else who doesn't like bicycles and scooters, it's another story.
Look why you are not going to another country where if it requires insurance and everything since you have a lot of hatred, you are in solidarity, you are not already paid with rental bicycles and electric scooters to make bike lanes
Look why you are not going to another country where if it requires insurance and everything since you have a lot of hatred you are not in solidarity
What's 20/30? frankly badly written article will need to look elsewhere to fully understand it
Totally agree, as a vehicle k is, liability insurance must be required, in case of an accident, k there is someone k takes charge of the civil liability.
Without a doubt, the obligation to have insurance will make driving these vehicles more responsible.
Of course, instead of being the user who pays for their impressions, it can be an insurance that they will be more careful.
Or rather the other way around, those who pay will be more carefree and more grown up because you already know that many believe that being a payer brings together their rights
Of course with insurance for what may happen that insurance happens, and not where the pedestrians go, in the end we will have to stay at home the pedestrians so that they can go out and enjoy the bikes and scooters
That is what has already happened with the car, not only for 80% of urban public space, but also the remaining 20% because of its toxic fumes.
Now the real villain rides a scooter instead of a military SUV?
The regulations on VMP are quite correct. Which seems to me, a very important issue, on the subject of INSURANCE. It should have been mandatory, there have been cases (even death, pedestrian). But now comes the fundamental thing: what type of insurance, what companies are available, for this type of vehicle.
As for bikes, its inefficiency has been proven because it costs more paperwork. And with bikes there are many more fatal accidents than with scooters
Shut up both you and the other, the scooter has always been a fun nothing more, if they put these rules then they will go all over the world, even for skaters and cyclists and everything that moves
They do not need insurance, what happens? It is a joke, this is going at the speed they want, they do not respect bafa, they surprise from the right to the left, zig zagging and if they hit our car or make a motorcyclist fall who pays, they do not have insurance license circulation or registration is rst is a real joke who made these laws sure that the son of the one who did it gave him the idea how strong it seems to me that the insurance must be mandatory according to his vehicle for any type of vehicle including them and bicycles
If you put yourself like this because of a sad 15kg vehicle, I don't want to imagine what you must think of those same people when they get behind the wheel of 2.000kg of metal
I agree fu ——- g pathetic rules yet again 200euros joke
VMPs and bicycles should be banned from all pedestrian areas.
Totally agree, and that they also have civil insurance.
Otherwise what will happen when they cause an accident?
Will the mayor of the city be recognized as responsible?
Accidents that sooner rather than later will inevitably happen.
