The PSPV votes that Dénia is solely responsible for the possible sentences after the PGE
The General Structural Plan has once again been debated in an extraordinary plenary session of the Dénia City Council, despite the fact that a few months ago the supposed final version was approved for the last time, it was expected. However, he has returned to the consistory with various demands from the Department that the entire opposition has declared unaffordable, including Compromís, which has expressed that, until now, they had supported this work at all times. In fact, even the Socialist Councilor for Town Planning, Maria Josep Ripoll, has admitted that they are concessions with which they do not agree, but that without making them the plan cannot be counted on, which is the priority. And, again, she has used that argument, which is not the first time she has defended: the main thing is to approve the plan, and tomorrow any error can be corrected.
But, what are these demands that have made all the councilors who are outside the government raise their hands to their heads? The creation of an educational center in the Bosc de Diana is striking, due to the Ministry's demand to create more spaces of this nature, in the current interpretation center, which was not contemplated in the project and that the PP has considered that « They have accepted anything in order to approve the PGE»
But there has been a more controversial demand and that has not been made to any other municipality in the area: the Ministry requires the inclusion of an annex in which Dénia assumes financial responsibility for any consequence that this PGE may entail. In other words, any unfavorable sentence for the City Council as a result of some error in the plan, will cause it to be the only one, and not the Department, who has to pay the penalty. As the opposition parties have recognized, this is frightening, since it implies that "The Ministry does not trust the PGE." In addition, they have made ugly the lack of solidarity of the body, leaving Dénia to be the only one to assume any error in a plan that has not yet been approved and in which both organizations have supposedly worked hand in hand.
The lack of plan has caused Dénia to pay more than 30 million in use reserves, but from the opposition they have insisted that approving a PGE in a hurry can cause greater damage.
Unusual roll call vote for each councilor to be accountable for their position
"The Ministry does not believe in its plan or that there are no patrimonial responsibilities," said Mario Vidal, spokesman for Gent de Dénia. "The Ministry asks for an annex where you assume the responsibilities." And, after this, the spokesperson has made an unusual request that has forced a brief recess in plenary: he has requested a nominal vote. Because? According to Vidal, in this way the councilors who vote yes, and not in a group as a party, will take responsibility for their decision. We assume that in the face of public opinion.
And so it has been. The roll call vote with which we proceeded at the end of the extraordinary plenary session has been approved, something very rare and that has not been seen during the current legislature.
From Ciudadanos Dénia, Councilor Estefanía Schwamb has highlighted the many irregularities in the plan throughout the preparation process. «In one of the first meetings a technician said: “this cannot be corrected, but we have corrected it”. As far as I know, what cannot be corrected, cannot be ». And she has ruled, emphasizing that "if they are not right [with the PGE], it will mean a lot of money for Dénia."
The popular María Mut, for her part, has responded to Ripoll's accusations that they always talked about possible sentences to generate fear. "We don't want to create fear. We are trying to warn from our humble point of view », and she has indicated that « the clause required by the Department very clearly denotes the little confidence they have in the plan ». "Are we scared? What scares me is this."
The future decided by the Ministry, assumed by Dénia and approved by the PSPV
Rafa Carrió, spokesperson for Compromís, has shown his disappointment with the requirements for a job that they have always defended, since it was a "necessary and urgent" plan, and that they now consider unaffordable. To the Valencianists it seems an arbitrary and inconsistent decision with that supposed joint work for the drafting of the plan, between the Ministry and the City Council. "There is no precedent in this regard in any other town," Carrió indicated, and he concluded his intervention by stating that he was not willing "for approval to be at any price."
In this way, the vote has been reached. Nominal, after the request of Gent de Dénia. And, as it was coming, all the councilors of the four opposition parties have voted NO to continue with the PGE with these concessions. However, the PSPV, which has an absolute majority in the Dianense consistory, has only needed the YES of all the members of its formation, which have pleased the group and have accepted that Dénia, among other things, is solely responsible for any errors in the plan.
