A General Structural Plan is the tool that is available in the municipalities to order and manage the territory, implementing measures that indicate the social and economic future of the city.
At this point it is where we begin to see the first problems of the PGE that the government team intends to approve.
In their general objectives, among others, they point out that they want to push the tourism exploitation model towards sustainable territorial guidelines. Read so looks very nice, but then when you start reading your proposal you will find that the growth of the city in the next 20 years will be virtually nil.
They are not able to indicate what their measures will be to "de-seasonalise the tourist flow". They indicate that the vacant ground in the area of Las Marinas will be destined to promote parking areas and other tertiary services. Who will pay for these infrastructures? The City Council or companies that can not grow and go to other municipalities to work?
I already tell you that the City Council will not be able to. The suspension of most of the current development programs will lead to a large number of legal proceedings that will negatively affect the municipal coffers, which will mortgage the future of our city.
In this PGE, the economic viability of the company is absent, as are the reports of the Municipal Clerk and Auditor. If the maximum advisors available to the City Council have not issued reports, as we will rely on this proposal.
They propose the transformation of the North Ronda into a via Park, eliminating practically all its possible buildability. We ask again who will pay the road park, the City Council, the Generalitat, the Central Government ...
It is not going to be able to construct the North Ronda, the City does not have the economic capacity to realize this infrastructure.
We do not understand how it is proposed to finalize the beach-Torrecremada round in the area of Les Vessanes without applying corrective measures as it is a flood zone, and also does not take into account the increase in traffic, already chaotic today, in the area school of the Plaza Jaume I.
Nor do they explain why we really want to build a road parallel to the road from Ondara, from the Xara to the North Ronda, "the excess traffic that goes to the port," is the justification, but this problem is precisely the one that comes to solve the North Round. The most serious is the destruction of one of the most beautiful agricultural landscapes of Denia, with centuries-old houses and agricultural land in use.
Such characteristic features of the rural landscape of our city as El Tossalet, Les Tres Torres, Madrigueres Nord or Negrals, are going to be seen in a thousand pieces by a road that has no concrete purpose. And the most surprising is how they solve their integration in the landscape: "between one road and another, landscaped green areas and / or urban gardens."
If the economic future of our city is the creation of urban gardens, perfect, go ahead with it, but I remind you that only 0,32%, that is 46 people in Denia have Agriculture and Fisheries as employment, while there are unemployed 2979 from the service sector.
In addition, it contradicts the Landscape Study, which states that "any public or private action will avoid distorting elements that could break the view of cultural, natural or traditional landmarks, disfiguring their vision."
In this PGE no soil is reserved for new hotel facilities of any kind, nor do they present any proposal on how to seasonalise tourism in order to generate employment.
And what harms more citizens of Denia is the limitation in the area of Les Rotes-Montgó, where no minimum building plot is determined but new segregations are not authorized either, so the number of possible new homes is minimal and subject to the current plots, whatever their size. Unless it is clear that we only want mega chalets that break with the idiosyncrasy of the area.
One last issue seems surreal to us, and not because we are surprised, but because of the stubbornness of the government team to continue with the installation of the station of the wide-track train in the area of La Pedrera, and we asked several times to the Councilor of Territory by its location and the neighborhood movement that was being generated against it, in addition to the neighborhood complaints, we also find negative reports from the Conselleria de Medio Ambiente and the Governing Board of the Natural Park.
They reject the location exactly with the same arguments that were used to reject the construction of an International College in Jesus Pobre.
We know from GDCU that all these circumstances are going to fall on deaf ears. In all the previous meetings we have already exposed them and it has not been taken into account. Like when Mr. Chofre indicated that they were not going to propose corrective measures in potentially flood areas such as the sports center in Madrigueres Nord or Patricio Ferrándiz and said, without any modesty, "to pay insurance, that with a little paint It gets fixed". Let's hope it's just painting and nothing worse happens.
Our obligation is and will be to present allegations to all these errors and inconsistencies that we have detected. Surely more will appear, but the road map of the government team is drawn and what we tell the opposition parties and neighbors do not care.
