Dénia modifies the procedure for citizens to participate in the plenary sessions of the consistory

This afternoon's plenary session will give the green light to the initial approval of the modification of the organic regulation of citizen participation, in force since November 2016, to adapt it to the current situation and collecting the proposals of the Federation of neighborhood associations and the Departments of Citizen Participation .

The new wording of article 17 that regulates the turn of requests and questions from the public in plenary sessions stands out. On the one hand, the procedure for submitting questions is established, which is as follows: sending an email to this direction before 14:00 p.m. on the day of the ordinary session or through the electronic office of the town hall until the day before the plenary session is held. People who request questions will have to identify themselves with their name and surname and DNI/NIE number, make a clear and concise presentation of the question, which must be related to issues of general interest and of municipal scope, specifying whether the The question must be read by the mayor or mayor, or he or she will ask it personally at the end of the ordinary plenary session.

Finally, it is indicated that all the questions submitted within the indicated period will be read and answered once the plenary session is over and the answers will be disseminated on the transparency portal of the Dénia City Council and on the municipal social networks.

Chapter V, which deals with the Neighborhood Participation Council, is expanded with article 46.bis, which regulates the functions of the Council's presidency and vice-presidency, and introduces some changes in the appointment of members and the timing of their appointment and duration. in office.

Another fundamental article of the regulation, number 52 referring to participatory budgets, introduces in a new section the conditions that proposals submitted by citizens must meet and which are summarized in that they must refer to actions that are the responsibility of the administration, not be contrary to current regulations, that respond to the general interest of the citizenry and that are technically and economically viable.

On the other hand, the new articles include the figure of the Local Council for Children and Adolescents, "child participation body that has its own internal operating regulations", which did not exist in the document drafted in 2016.
Likewise, under the supervision of the municipal department of Equality, the wording of the regulation has been modified to adapt it to an inclusive and egalitarian language. The same has been done with the statutes of the Municipal Council of Commerce, whose initial modification is also brought to plenary session this afternoon.
