Dénia approves, once again, the PGE, but with serious doubts: "It is the legal framework we need"

Dénia has experienced a new chapter in the long history of disagreements between the city and its General Structural Plan. A definitive chapter? At least, from the government they hope that if it is not, it will be decisive. From a large part of the opposition, however, they have serious doubts.

The Dénia City Council has approved this Thursday in the ordinary plenary session of November the "definitive PGE" [sic] only with the votes of PSPV y Compromís, and the abstention of Citizens. The Town Planning Councillor, Maria Josep Ripoll, has defended this new step in the plan that could start the final stretch for the final approval of the PGE, this time from the Ministry.

Ripoll has pointed out that it is everyone's plan, that of a city that has learned from its past and that is now involved with the future. This shows the current paradigm shift, with major differences from previous plans. "It is not an economic boost plan, but the document that embodies the model of the city in which we want to live," stressed the socialist mayor. "The territory is now understood as a resource, with its own value by itself."

A plan for limited growth

To exemplify this, he highlighted that the hectares of developable land in this new PGE are around 109, while the nineties plan contemplated 900. That is, 800 fewer hectares for residential use, with which a growth cap is contemplated. of the population in 50.000 inhabitants, maximum.

In addition, Ripoll has shown itself to be proud of the participatory nature of the document creation process. "It has been developed in collaborative spaces and not in closed offices." In fact, the PGE has been exposed to the public for more than 120 business days and, so far, more than fifty allegations have been answered.

The opposition, fearful of legal consequences

After the initial presentation, it is the turn of the opposition, which has been very pessimistic with regard to the future consequences that may result from presenting a plan that they consider to be unsound. The reason? as they pointed out Gent of Dénia, Party and Ciudadanos, the approval of the pending reports is not guaranteed, which could mean going backwards instead of moving forward.

mario vidal, spokesman for Gent de Dénia, has put on the table one of the great problems of the PGE: that there are three reports that are not favorable. "They sing victory, but time will pass and it is still not approved," criticized Vidal. "Or the same is approved and ends up in the courts." Gent de Dénia has indicated that an incorrect plan can cause very expensive lawsuits for the Dianense coffers, which has served Ripoll to insist on the adaptive nature of this in response to possible responsibilities that will come in the future. "If we have a plan, the day after approving it, it can be modified," declared the Urban Planning spokeswoman. In addition, she recalled that the City Council is already facing million-dollar complaints since 2015, spending 20 million, mostly from repurchases of surplus use.

From Ciudadanos, Estefanía Schwamb also expressed doubts about whether the plan is correctly prepared. "We cannot oppose it because it is something very important for Dénia," she defended. "The problem is that according to professionals, the processing of this plan is disastrous."

María Mut, leader of the PP, went a step further and asked to leave this point on the table until they had the reports that were yet to be approved, which both GdD and Cs supported. However, the refusal of Compromís and PSPV, as well as their vote in favor of approval, has caused the PGE to go ahead, now pending the remaining reports and final approval from the Generalitat. "Now we have to wait for the Ministry not to fall asleep," intervened the Compromís spokesman, Rafa Carrió.
