Dénia approves the Regulation of the Municipal Maritime-Fishing Council and the modification of the ordinance of animal possession

The City Council unanimously approves the initial file to approve the regulations of the Municipal Maritime-Fishing Council. An entity with the objective of "defending the marine ecosystem, its biodiversity and the sustainable use of related activities". The regulation obliges the Consistory to create synergy networks in the sector, guarantee compliance with the Sustainable Development Goals (SDG) and advice from the different municipal, regional and regional institutions.

The council will be made up of: the presidency, the secretariat, a representative of each political group with municipal representation, a technical person from the Department of the Environment and Ecological Transition of the City Council, the Technical Directorate of the Cabo de Sant Antoni Marine Reserve of Fishing Interest, the Technical Directorate of Natural Park Montgó and Natural Marine Reserve of Cabo de Sant Antoni, one person representing the Ports of the Generalitat, one person representing the Real Club Náutico de Dénia, one person representing each of the Marinas of the Port of Dénia, one person representing the Association of Dénia Public Moorings, a person representing the Local Sport Fishing Association, a person representing the Dénia Diving Club Association and two representatives of the Dénia Fishermen's Association. In addition, a specific representation (business, Citizen Participation Council, individual or professional organizations of the sector) depending on the topic discussed at the session can join.

The regulation will be available to the public to make the pertinent proposals within a period of 30 days after its publication in the Official Gazette of the Province of Alicante (BOPA).

Modification of the animal tenure ordinance

In the same way, the municipal Corporation has unanimously agreed to the initial approval of the modification of the municipal ordinance on animal tenure and welfare.

The modification is due to the change in mentality and legislation regarding the perception of animals that is currently held. European and national regulations –Law 17/2021- grant animals a special status, by which they are considered living beings endowed with sensitivity, thus contributing to their de-objectification and the fight for their rights.

Regarding animal waste, it includes the obligation to always carry a bottle of water to clean the strings of urine. If this is not the case, a penalty of between 100 and 750 euros is contemplated. The prohibition of feeding animals in the street has also been established; carrying sanctions similar to the previous ones. In addition, the inclusion of animals in the registry will be mandatory for those people who spend a minimum stay of 3 months in Dénia; Registration in the municipal Census will be made, at most, 30 days after the identification with the animal's chip. The registry will include dogs of all kinds, and not just dangerous ones. Cats, dogs and ferrets will have to be vaccinated with anti-rabies and have a health card. Failure to comply with these provisions will entail a minor infraction with sanctions of between 100 and 750 euros.

In the same way, the question of feline colonies has been considered; the City Council is responsible for controlling and recording the cat population in the city. In relation to dogs, the new ordinance regulates the use of dog parks. Regulations relating to animal associations have also been implemented, as well as the breeding and sale activity.

To write the text, the ideas of the different groups of the municipal Corporation have been taken into account, in addition to that of the experts of the College of Veterinarians of Alicante.

The ordinance will be available to the public to make the relevant proposals within a period of 30 days after its publication in the Official Gazette of the Province of Alicante (BOPA).
