Compromís has presented a battery of proposals to the government team to include and debate during the special interdepartmental commission that will take place next Wednesday, and which served to launch some of the extraordinary measures to support companies, families and individuals on the occasion of the crisis in the first State of Alarm.
As explained by the Compromís spokesperson, Rafa Carrió, “The commission was a tool to reach a consensus and all go to a very favorable one. Now, given the new circumstances, we need to share and add new formulas to guarantee the survival of the local economy ", pointing out that "The possibilities and technical and legal guarantees have to be guaranteed, but extraordinary situations also require extraordinary measures and political will".
In this sense, one of the measures proposed again, and which was already requested during the first State of Alarm by both Compromís and the PP, is the suspension of the payment of occupation rates on public roads of tables and chairs to the hospitality sector, in this case it is requested that it be also during the year 2021 "We believe that this is an easier formula for those affected than the bonus to the payment of the tax that was launched for this year, and it is possible by temporarily modifying the ordinance as many other municipalities such as València, Castelló, have done. Xàbia, Elx, Benitatxell, Elda, among others, to help this sector at a difficult time ".
In addition, it has urged that personalized attention be coordinated with AETHMA to each specific situation, as well as to facilitate the temporary adaptation of the licenses for nightlife establishments so that they can function as cafeterias or daytime bars. It also offers direct assistance to the Market stalls and bars that cannot carry out their activity.
Regarding the commercial sector, he urged that "The online commercial showcase that was agreed upon in the commission be developed, and that it be done urgently, facilitating the technical infrastructure for online and home sales in case of a new confinement"Carrió said. With a view to the Christmas and subsequent commercial season, the document also proposes special campaigns creating and coordinating a network of local influencers that value purchases in stores; subsidize consumer checks with discounts; direct aid to the rental of commercial establishments, both to tenants and landlords, to the development of Tics, and to the reform of facilities in terms of security; as well as coordinating with local associations the free home shopping service in local stores for older people.
Regarding occupation and economy, it is proposed to carry out a diagnosis of the economic impact of COVID-19 at the local level in order to redistribute the resources of the 2021 budget and reaffirm a local economic reactivation plan in the medium / long term. Even so, it is urged to continue with social aid, and with direct aid to SMEs and the self-employed, as well as to promote aid for the digitization of small businesses, and the promotion of telework at public and private level with aid to provide the tools to companies that request it. In addition, and in a longer term line, it states that “It would be interesting to convene the Occupation Table to agree on the fight against the underground economy and irregular employment, putting in place mechanisms to guarantee and encourage a formal hiring of personnel, especially in hospitality and commerce, offering new aid and distinctive to companies ".
In cultural and educational matters, the creation of a single Culture window is proposed for the attention and advice of the cultural sector and the provision of direct financial aid, "As well as providing assistance to reinvent yourself in times of difficulty". Thus, one option would be to subsidize platforms to local organizations and associations that want to offer culture, courses and diverse training of cultural activities online. Carrió has also said that "It is necessary to reorient the subsidies to the festive associations for 2021 so that they can adapt their programming to the new reality, as well as guarantee, when possible, that local and regional groups and companies are the protagonists of the face-to-face cultural programming of next year".
Finally, and in a more political section, it is urged to institutionalize one day a year to pay tribute to all those who have fought on the front line, as well as to the victims and medical personnel. "Once this pandemic passes, we will all want to forget it, but we must never forget all those who are contributing responsibly to alleviate the effects, we do not have to applaud only when things go wrong, but always remember the importance of health and a public health system ", has concluded the valencianista. In this same initiative, it is urged to organize a cultural contest where you can participate by making an exhibition of different artistic manifestations to commemorate the day.
